Had this problem when i got my second build to maps.
Did both the Sekemas and Chaos Trials and didn't work.

And when i tried to play a map it just said i had do complete the campaign first.

But decided to try opening a map on my first character and then switch over to my new character.

And it worked. I could enter the map i opened, and after entering my quests got fixed.

And I can now open new maps on my new character.

So open a map on a character that can and entering the map with the new character seems to fix the bug!
