All boots should automatically get movement speed.

Agreed 100% OP. PoE2 movespeed is so awful that without quicksilvers, it feels like I need at least 50% movespeed boots.

I don't understand why movement speed isnt an implicit on boots that scales with item level.

I'd be super fine with everyone just getting the +15% ms increase. It is not about zooming around, but without ms you move so sloooooow. Fact is I am gonna use blue boots with MS over BiS rolled boots without MS.
