It's a known issue with windows 11 24h2 that has been going on in PoE1 since that update came out. Unclear if it's a Windows bug that's at fault or if it's the thread scheduler changes Microsoft did to improve performance that has exposed a bug in the PoE engine. GGG has yet to acknowledge or comment on the issue.
Some Ubisoft games are also experiencing similar issues and MS has blocked the update for people that have them installed.
Unfortunately only real fix for now that I know off is to reinstall windows 11 version 23h2 or disable multithreading in PoE but the game will run like ass then. What you can do to mitigate it somewhat is to go into task manager - details and set affinity for the poe process and uncheck a couple cores and hopefully it will let you close the game then and not hard lock the computer and require a reset. You have to do this every time you start the game.
If it was everything I would agree no other games are having any issues.

Same issue. PC freezes completely in some loading screens, no keyboard keys are working, can't access Task Mangaer, but background music keeps playing. Only option is to reset button. When going back, game tries to load same zone and freezes againg - switching realm helping in this situation.
Ryzen 7600, GTX 1060, 32Gb RAM, Win11 24H2, DX12.

Last night I updated to 24H2 Windows 11.
AMD Ryzen 7 3800X
Nvidia 2070 Super
Had this happen entering areas as well twice now
I see that theres an update for 24H2
2024-11 Cumulative Update Preview for Windows 11 Version 24H2 for x64-based Systems (KB5046740)

Same issue, complete system freeze, seems to happen every 3-4 zone changes, and sometimes when first opening the game. Never happens while in a zone, only on loading screens. It is making the game unplayable, having to reset my PC every 10 minutes.
Ryzen 3700X
64GB RAM
Geforce RTX 4800 Super (just updated drivers to latest version that claims support for PoE2, 566.36)
Windows 11 24H2
It seems that the common pattern here is AMD CPU users on Windows 11 24H2.

Same issue. Hard crash during zone changes. PC goes to 100% and locks up.
Windows 11 Pro, 24H2, latest Nvidia driver today.
AMD Ryzen 7 3700X
