This isn't a bug. This happens because EK, like several other skills, uses a "life time" before it disappears. With enough projectile speed investment, your projectiles will start returning.
For a projectile to return, it must do one of the following:
* Impact an obstacle, such as a terrain object or an enemy that doesn't get pierced/chained/forked/split
* Reach the limit of projectile distance traveled starting from it's origin point
Since "expiring" isn't one of those things, your projectiles will not return.
This occurs with Ethereal Knives, Freezing Pulse, Spark, and Ball Lightning.
As far as if this SHOULD be the case, I don't think so. But this is the implemented projectile mechanics and it is consistent, so it is working as intended.

Except that it was working differently in 3.22 with the exact same setup, so something has to have changed with the internal mechanics when 3.23 came around.

dont all ggg employees have a special tag? you working at ggg? not sure if you can make the claim that it is working as intended if not lol
i understand how returning projectiles work in this game, but this is not how the skill worked last league and GGG has not made a clear statement on the issue.
the goal of this thread isnt an immediate fix, its clarity from the ggg team on whether this UNDOCUMENTED change was a simple bug fix and intentional, or whether we EK players can expect a change back to how the skill worked in 3.22

What’s more annoying is not the bug itself, but the fact that GGG doesn’t react in any way and doesn’t give any explanations on this matter.

but EK of Lingering Blades doesnt need to hit obstacle nor reach the limit of projectile distance for it to return
the proj returned without "enough proj speed investment"

Yes,it does. It hit the ground to 'linger' blades then returns. And on the way returning, the projectiles will also be blocked by obstacles, even low obstacles like edge of stone pavement. There are testing videos on Youtube title 'EK is dead' sth.
