Will Overloaded Circuits be able to choose Notable Atlas Passive skills that are already allocated, or it's only chooses ones that are not?

I love that you made the sanctum items tradeable. Many interesting changes. I love that you tried to ultra nerf no-hit builds and ranged builds.

another league made by one guy , 2 guys to balance rutless and the rest working on poe 2. this is the future guys , poe 1 is in maintenance mode.
we have the same meta for 2 years and half . perfect balance when 90% of the gems are useles ? sure .

@Chris Wilson: Can Ruthless please drop more orbs of unmaking? If i made the wrong decisions with my first atlas passives it basically completely bricks the tree for the whole league, because you can easily end up with a tree that doesnt allow you to get to yellow maps. Even better than that tho would be if we could no longer trade regrets for alchs, and instead trade scours for alch directly and have regrets droprate buffed. That is because they have alot of important uses, most importantly reseting gem levels to one, so one can reuse valuable support gems and auras for leveling new characters. This whole thing is my major pain with ruthless, as it actively discourages experimentation.

90% of skills in game currently not even used because they are weak. About what you even talk? You literally making dumb excuses that not even making GGG looks good

Ruthless atlas passif change with chance orb not regret orb like the normal game , seem like you didn't open kirac inventary
Excuse me, where are buffs for underused skills? 5way exp nerf - well, now we just need to afk in 5 way waaaay longer - I'm pretty sure that I will play only 1 character per league because of that. And why do I see that useless ruthless everywhere? I will NEVER-EVER touch it.

What I see is we lost 50% of xp and a bit of xp for getting zone to lvl 82. It will take now not 12 runs, but ~30 to get from 99 to 100. So longer time. Question will be a bit different:

Will supply actually catch up with demand? We need now 2.5 more emblem sets.
Will price increase? While gem leveling is now longer (it is affecting now EVERYBODY in trade league, only haters don't realize that awakened gems will take longer time to get 5th level), there will be more timeless jewels, so profit should be still fine for carries.
Will price for legion gear go up or down and what are global consequences?

But congratulation to haters, they again saw one issue, while ignoring bigger picture. Harvest ritual nerfs level all over again. And again because of a bunch of stupid and prideful people:[
what can we do to make poe1 great? looks like u actually need more devs on this game. as middle c# dev i can join your team for free like for 4 hours per day idk. literally no changes in 4 months
