How to maximize Eldritch altar spawns?

I don't have ANY pack size node on the tree and I sometimes get like 7-8 altars per map. Doesn't really seem related. Not running eldritch gaze or wrath either

wow ive never seen more than 6 altars and i run 75-100% pack size all league. wish we would get a definite answer on how this works cause honestly it just feels really bad trying to engage with the mechanic and feeling totally in the dark and blind and clueluess as to how to operate it.
