Because it was silly to make a defensive layer into that strong of an offensive tool. It would be "good" at 100%, and utterly stupid-good at 500%

playing a death oath build so i have 76(96) chaos ress and so far it seems its based on the cap since i no longer get a damage boost from chaos ress nodes.

kind of disapointed.

Spells are not attacks.
It means your AA and attacks that you do with wands. Like Power Siphon, Elemental Hit, Frenzy.
20% chance to cover enemies in ash when you get hit

Which part of that is "mastering fire"

RNG layered with "on hit" which is one of THE worst mechanics in the game, just look at lab enchants for boots, they are 100% on hit and still not worth being used
