It's extremely powerful for any cold-based, reservation-starved build. Every cold based build I know of picks up Skitterbots + Bonechill. That Bonechill causes an additional 14% reservation, and dropping that can save dozens of exalts for builds squeezing out 1% reduced reservation corruption implicits, likely passives directed to reservation as well.
You get a much smaller AoE for the chill, the minion moves much slower, and he won't have 100% uptime on the boss if paired with Meat Shield + your ranged, but I think the trade-off is worth it. Garb of the Ephemeral is still better, but also more expensive...well, actually maybe not.

Also, the freeze bonus is null unless you have an AG build. 2x AG damage won't hit any relevant freeze threshold.
