Arcane Surge level issue w/ Hierophant

I believe this bug is related to the following notables and skills:
- Arcane Blessing (Hierophant) - Arcane Surge (Skill) Steps To Reproduce: 1. Hit an enemy to gain Arcane Surge from Arcane Blessing.  2. Cast Arcane Cloak-Arcane Surge to gain higher level Arcane Surge while Step 1 Arcane Surge is still active.  3. Wait for Step 1 Arcane Surge to expire.  Expected Results: In the previous patch when the higher level Arcane Surge was activated in Step 2 it would immediately overwrite the weaker Arcane Surge from Step 1. Yes, I have reproduced exactly. I believe this was fixed in Delirium but the bug is back. Please take a look !

From my testing a high Level Arcane Surge (i.e. from a Lvl 20 Arcane Surge Support) is removed by a basic/low level Arcane Surge granted by the Notable Arcane Capacitor or the Hierophant Notable Arcane Blessing.
On a Hierophant with 120% Arcane Surge Effect, 0% from the Aracane Capacitor Wheel on the tree, 60% from the Arcane Blessing Hierophant Notable and the passive leading to it, this means I loose: 22% more spell damage, 1,1% of mana regenerated per second, 22% increased cast speed. Is this a bug - or is it works as designed? If it is works as designed the Hierophant Notable Arcane Blessing would be extremely weak. It would literally reduce spell damage, mana regenerated and increased cast speed compared to a Lvl20 Arcane Surge support added to a utility skill which is easily achieved for a Hierophant. Only upside for the loss of DPS an Mana Regen would be 1 free jewel socket and to have to use the Utility Skill to trigger it? Would love to hear a word from GGG on this - as I need to change my ritual build if this is intended behaviour. |

Highest level of arcane surge is supposed to take effect, this is definitely a bug. GGG please fix
