Japan g/w latency slowed down.

You should post an mtr trace to the IP address you're connected to in-game and also to the JP links posted here

Use client.txt or a network monitor to find the IP address you're connected to. You might also want to look at the IP address when you change instances.

It's quite possible that you're traffic is being routed to somewhere other than locally on instance changes. Take a look at the the IP addresses in

C:\Program Files (x86)\Grinding Gear Games\Path of Exile\logs\Client.txt

The amount of complaints from all over the world would not have anything to do with re-routing traffic at this point, Unless all their ISP's decided to change things up in NA, EU, SA, AUS, Now Japan???

You sound like a tech support guy reading something off the screen, " NOW CYCLE YOUR ROUTER BOX ", " SPEEDTEST ", " THERES OUTTAGE IN YOUR AREA".

Obviously it is on GGG's Side, Not the user's this time.

You do realise that when you connect to an instance it will determine whether or not there is capacity to take the connection and if there is not, it will route the connection to the nearest - in theory - available server.

I'm not suggesting there aren't issues elsewhere but this thread is primarily about the Tokyo gateway. Moreover, running a test against just the speedtest portals only shows part of the picture.
Also having great problems with lag on the Japan Gateway from Tokushima. The standard ping is 16 but as soon as anything happens on screen I get large spikes and slowdown to unplayable levels. This issue doesn't seem to happen on the California gateway, but I would obviously rather play on 16ms than 130ms. If I recall correctly, this was an issue last league as well, but I think it was fixed that time, not sure. However, this issue should really be looked into because it's definitely not on the user side.
Got the same issue here. At hideout its smooth but when I get into other instance that consists of enemies, I get huge latency and keep warping around.
I have less ping in American servers than in Europeans

Yup, exact same issue. Interesting too is that the problem doesn't seem to appear in low level zones. Just leveled a new character, and in like the first half of the game the latency is fine and I have very few problems. But as I progress further and further it just gets worse, and then when entering maps it is often close to unplayable.

Definitely something weird going on with the Japanese instance servers. Also have CONSTANT failures to join instance errors, making me wait for up to 15 seconds and doing several attempts when joining a new zone.

And I want to reiterate, my experience is perfectly stable on California, it's just not as nice to play on 130ms, but right now I actually have to or my characters will die to lag.
