Same problem. I enter location (this shit work with any location, not map only), everything seems ok, i hit first mob and got lag cascade for 2-3 seconds, because intevention member №1 spawn, then, if second, third etc member on the way, lags repeat.

Here is what fixed it for me. Step by Step, it will take a long time so do it on a day off.
1. Delete all Shader files of POE
2. Run the GPPK file with a defrag program, you can find one specially designed for poe, here at the forum. I went from almost 20GB to 15GB.
3. Run Defragger on your whole PC (takes many hours if you did not do that before)
It took me about 15 hours yesterday, but now my game runs fine again. The loading times of 5 minutes + are gone, moving from one map to another is faster, lag spikes have improved, my hdd is not spinning all the time causing big stuttering in game.
this is ofc only a fix for HDD users, SSD´s should not be defragmented for obvious reasons.
I don´t know what GGG did in 3.6 that it caused such a mess, but if you don´t want to wait for their fix, try mine. At least for me, it has worked.
I took these steps, but only had two Betrayal encounters since. I was able to complete them with minor stuttering, but nothing too drastic. I think this works, but I will report my next encounters.

Same Problem. I play a map an hear the synds came on with a Portal and my screen Freezes for 4-6 sec. I can hear the Sound normal. After freeze i´m death. I cannot use Pots or movement skills. Please fixx the Problem. Mfg

When the syndicate is in "hunting mode" (when they appear from portals and try to kill me) I get a screen freeze for a couple seconds just as the first portal opens.
As reported by other people when it happens I still can hear sound and it seems like I still can move and/or cast/attack but the screen is frozen so it's pretty much like being blindfolded for that time.
Was not having this issue in Betreyal.
Please GGG fix this ASAP

Update: I just completed a Cursed Crypt with three Betrayal encounter and very minor stuttering, but it was still prevalent. The above solution definitely seems to have fixed loading times which is likely the problem. I will copy this in the OP.

If only Betrayal was an option like every other great mechanic in the game.
Breach: You choose to walk over it or not.
Incursion: You choose to talk to Alva or not.
Synthesis: You choose to talk to Cavas or not.

Even beasts are at a distance before you decide whether or not you want to approach them. They even load in before you get next to them.
Betrayal is the ONLY league that forces themselves on you. It's also the only league that has massive lag for people with HDD.
I see a lot of work arounds here and fixes. All we need is someone at GGG to help us get there.
I just want to play the game without halting my EXP progression.
Someone at GGG, please HALP, my kids haven't eaten in days because I'm too busy trying to find a work around Kappa.

Also tried the GPPK defrag, I think the last time I did a fresh install of the game was around Legacy league so had a few gigs to clean up. Just had a syndicate map and it didn't freeze but it was still stuttering like crazy.
I mean it's worth a try for anyone having this issue until hopefully GGG does something.

This will not fix the severe FPS drop with syndicate encounters. This will only help with faster load times. I just did all of these and didnt fix syndicate encounter.
