Some guesses are right, but it isn't easy as that. The most likely cause for this issues is a bad connection between the DTAG network and the IBM Softlayer, which is hosting the POE services (there may be other providers, don't know that for sure).

An example:

A lot of traffic is routet over Telia. Telia and Telekom have a very ugly history (just google Telekom Telia Peering) so Telia refuses to route packages from DTAG under specific circumstances or let them wait (their are a lot of contract reasons, why Telia behaves that way, so I won't post details for that) which results in a much longer rerouting of the package. You won't see that with a ping or traceroute, because ICMP packages are handled normaly (if the hop answers them at all). Thats also the reason why VPN connections work on this specific problem: HideMyAss (which is part of Avast) uses their own network and it seems they don't have any difficulties with their Telia peering and are much better connected to Softlayer.

(For all the network pros out their, which are currently crying: Please be nice. It's really a complicated topic for such a forum and I'am not good in keeping it easy and my english skills are hitting their limit).

Call Telekom and threaten to change providers if they don't do something. This shit has been going on for years now.

If nothing happens, then we should all change providers on the same day, with the same message. If you're in, spread the message. I'm currently organizing something like that with a couple of friends. They're all planning on cancelin their own accounts + accounts of parent and so on. We've already talked to people from a different provider, who were of course very happy and promised that they make sure that everything goes smoothly. If everything goes to plan, roughly 1% of the entire city (it's a very small city, but still...) will quit on the exact same day, with the same message.

The more market share Telekom loses, the better. This monopoly shit has gone on long enough. German internet is a fucking joke.

Just thought about writing a guide on how to analyze/solve network issues or setting up a VPN on a PS4, since I have the same peering issues while playing MK11 on it, but I think you're good on your own.

Same for me. All gateways have < 50ms latency but I get regular (approx. every 30s) lag spikes and rubber banding. It makes playing not enjoyable anymore.
Same Prob here!
Doesn`t matter if I choose Frankfurt, Amsterdam, London or Milano.
Some instances are fine, others have lag spikes up to 300 every 20-30 seconds!

Really anoying!!!
