iam testing the 7 day test version right now, connected to "Frankfurt VPN"
working great. did a few maps t11,12,13; some delve action and a full temple run. ping around 18-22, no lagspikes and no packet loss.
working surprisingly great

what a shame that we have to use VPN to play the game cause GGG is unable to do anything that the routing to the servers they rent gets better.

Because they can't likely do anything about it. As I mentioned in another thread, the connection issues from DTAG customers seems to be a peering issue. Problems of that kind aren't solved over night (or days, or weeks, in case of Telia/Telekom even over years). GGG has limited options on this (if their provider even offers one) and a solution (like a better uplink to the DTAG network) may be expensive. Don't expect Telekom to do anything about it, their peering problems exists for years.
I really hope my guesses are wrong, actually I can't do additional teste because of work.
A solution for the DTAG connection issues could be using a VPN like HideMyAss. They have several server in Berlin in FRA which don't rely on the DTAG network. Telekom support suggested that a few months ago, as I had other peering issues with Telekom via Telia and it worked.
In short: If you have heavy connection issues on EU-Gateways, but Washington works, try VPN. You may have to pay between 5-10€ per month, but it should bypass the guessed peering issues. Most good VPN provider have trial accounts, so test it out (will test it in the evening, currently at work).
Please note: Everything written in this post counts only for Telekom connection issues (and Provider using the telekom network, like 1und1) and is based on the assumption, bad peering is the culprit for the connection errors.
Here's a list (and tests) for various VPN provider (written in german):

Also good, but not in the list:

What about ps4 users ?

Thank you for your post and shared information.
We will see how long it takes to be fixed and we can play again. Sadly looking at similar problems in the past it will last for the time being. I don't blame GGG but they could have communicated this better.

I can confirm that. As promised, I did some research, as soon as "lagging like hell" startet for me (was about 7pm):
I've connected to 3 different instances which where lagging:
185.225.208.146
185.225.211.110
185.225.209.223
Traces where like (only last hop):
Host - % | Sent | Recv | Best | Avrg | Wrst | Last
185.225.208.146 - 0 | 229 | 229 | 9 | 9 | 17 | 9 |
185.225.211.110 - 0 | 244 | 244 | 9 | 10 | 24 | 9 |
185.225.209.223 - 0 | 841 | 841 | 8 | 9 | 21 | 10 |
Ingame interface looked like:

After that I used HideMyAss, Frankfurt Gateway and the magic happened: Zero lag in 20 different instances. Ingame interface looks like this:

To make it short:
It is certainly a peering problem, as already guessed.
HideMyAss costs about 10€ per month, longer lasting subscriptions are way cheaper (2,50€ if you take 3 years).

Can't say for sure how connections via PS4/PSN are handled and if they suffer from the same peering problems with Telekom as a provider. Sorry.

Yeah, i can play with max graphic details also, never can't bevor. Now everything in PoE is running like butter.
I never thought that it would run that great with a VPN.
Big Thanks goes out to @PotaHari for the tip with HideMyAss.
