Tukohama's Vanguard with Multiple Totem Support bugged

This should allow 3 totems per Tukohama's Vanguard but I can't get more than 1. Based on the description and how Specters work this should work.

I'm having the same issue. 3 tukohama vanguard specters, only 3 totems out. I have 4 link... Raise Specter, Multiple Totem Support, Ele Focus, and Swift Affliction.
