is 10% average damage per hit considered increased or more?

"More".
If you have anything that you want to say "better than before by some kind of percentage", it's always more.
"Increase" is a "gimmick" of PoE mechanic that have unique way of scaling, it will not appear in your own calculation or speech.

You could say that "increase" word is some kind of trigger in average PoE player brain, that can cause quite misunderstanding if you didn't mean exactly "increase" mod, therefore, it's better to not use it to avoid that possibility.
By language rules - you are right, by PoE rules - that's almost blasphemy xD

used over 600 chromes and dont get the 2 green staff. used it with the recipe to have 2 grenn sockets also with the normaly chrome spam also with the jeweller method.

According to Vorici Chromatic Calculator cheapest way to get 2G4B is to spam chromes on staff, the average chromes cost to get 2G4B is 161.7

Myself i got 2 x Whispering Ice staves with 2G4B sockets under this average value this league (1x 6-link currently using and 1x 5-link waiting in stash for Spell Cascade to be un-bugged)

Other "free" method but which require some time is to try to put Vorici 3* in Research as leader (2 tries) or lieutenant(1 try) and when you do Research Safehouse you can get 1-3 white sockets on a 6B or a 1G-5B staff for example.

MORE - multiplicative
INCREASED - Additive

its all about scaling progression:

1. MORE

- base damage 100
- 5 x 25% MORE modifiers
- calc: 100* (1+0.25)*(1+0.25)*(1+0.25)*(1+0.25)*(1+0.25) ~ 305 dmg
- extra 25% more modifier 100* (1+0.25)*(1+0.25)*(1+0.25)*(1+0.25)*(1+0.25)*(1+0.25) ~ 381 dmg => 76 dmg increase

2. INCREASED

- bade damage 100
- 5 x 25% INCREASED modifiers
- calc: 100* (1+0.25 + 0.25 + 0.25 + 0.25 + 0.25) ~ 225 damage
- extra 25% increased modifier 100* (1+0.25 + 0.25 + 0.25 + 0.25 + 0.25 + 0.25) ~ 250 damage => 25 dmg increase

CONCLUSION:
1. both modifiers goes head to head if there a small amount of modifiers
2. MORE modifier scales a lot faster (more damage) after you a gather a bunch of them
3. INCREASED modifier gives a steadier power increase
4. both of those modifier methods serve as a purpose to properly balance game mechanic (not only in POE)

ps. all above written from what i remember, feel free to correct me on those
How are we supposed to trigger immortal call? It needs endurance charges to consume but I have only seen frenzy charges generated, what am I missing?

endurance charges only increase the duration of immortal call. Even with 0 charges it will still proc for less than a second.

Immortal call does _not_ need Endurance Charges. The base duration is 0.4s, which is increased by endurance charges. As we do not have any, we have a 0.4s window in which we are immune to physical damage.

Oh

so i should give you my two staffs. 350 chromes i have again :-)
Ahh, I see. Thank you for the answers.
Instead of spending so many points to get the Holy Dominion and Light of Divinity, would you gain more by getting the +1 Curse and using Frostbite + Enfeeble? You lose a little resist and some ele dmg, but gain a ton of resistance reduction

or dropping one of the jewel spots by Scion.

Not sure how much Frostbite adds dmg wise overall but you'd be able to have Frostbite + Enfeeble that way

Made a quick simulation in PoB for my char (level 95) regarding your suggestion:

With 1 curse - Enfeeble : Average Shaper Hit - 32.450

Removed 4 nodes in Templar area (3x10 Intelligence + Retribution) and got 4 nodes including Whisper of Doom (2nd curse)

With 2 curses - Enfeeble and Frostbite: Average Shaper Hit - 34.323

So around 6% "more" average hit damage when using Frostbite also together with Enfeeble.

ES lost due to less Intelligence is "minor" down from 10.213 to 10.065

The only problems i see in this situation is that we need 6-link chest to get 2nd curse running and also we loose 1 slot occupied by something else - in my case Vaal Righthouse Fire which help me a lot with nuke-ing bosses and mobs from time to time when it's up. :)

But anyway is an option to be considered keeping in mind that curses were buffed up a bit against bosses in this patch.
