Unable to use flares/dynamite

" Don't open your menu, this seems to be where the confusion is. While standing in your camp and able to walk around, click "RS". This will bring a red selector on your skills at the bottom right. Choose where you want to assign it and press "A". It should show a row of skills, just like the top right of your screen shot. When you have the flare or w/e skill you want highlighted, press "A" again to confirm. Xbox Gamertag - Corrison
