Scion has easier access to the Avatar of Fire keystone, but Ranger is the better choice overall if you get Xoph's Blood. I was almost around 7200 HP without fully optimized life gear last league because I had Xoph's and pathed towards Scion, instead of up to Witch. It was lower damage, but I had over 2000 HP more than most other rangers running the build, and everyone was universally complaining about being too squishy. You're far better off leveling a second ranger for that and running a Barrage/Tornado Shot or Lightning Arrow variant. You're just crippling your entire character trying to MF with Elemental Hit.
