Could have been great jewel if not that "Notable passive skills in radius grant nothing". Pretty much what it gives it takes away, you ruined it with that negative modifier, abyss jewel will be better. If it was keystones instead of notables maybe it would be more interesting or no negative modifier and limit it to 1, or it simply doesn't affect notables and keystones. Think about it guys. In its current state it is wasted development time and people wont be excited about finding it.

It's fine, there aren't any anyway. :P

Although, the jewel slot next to Acro might be good for non-poison Claw builds. You lose the leech from Claws of the Magpie, but you gain a bunch of crit chance and multi from the minor nodes in the same cluster and next to Heartseeker without losing Heartseeker itself. Also, +4% dodge if you go for Phase Acro. You do lose Claws of the Pride though.
Ok 3 jewel spots that are questionably usefull.

But If u made this Works like this:

"50% increased effect of non notable passive or keystone skills in radius.
50% less effect of notable passive skills in radius."

This way even in places with lots of notables It could be used.
Summary

One more thing to vendor between maps.

Its cool that you guys want to add new content, items etc. but as of now, its fair to say 90% of the current items and jewels are vendor trash, we really dont need more. And to the fanbois that are going to tell me about how every item is a special snowflake please take a moment and read the class forums, we all use the same stuff, lets be real here guys.
I like how people quickly discard an item without even looking to see its potential. In PoB, just highlight over the scion jewel nodes, and you will see just how much potential this jewel has. This is not vendor trash (depending on the drop rate, of course), if used correctly. Either way, there's potential this jewel. Just need to see on other spots of the skill tree for other nodes that most people go for.

No, we are looking, and having a hard time finding the potential. Notables are everywhere, and their effects way overshadow non-notables, to the point where making up their value with +50% non-notables is real hard. On top of that, the total value of the jewel has to outvalue what you can get from a decent rare jewel to be worth considering.... and that's looking pretty damn hard.

In the scion slot it gives you:

12.5% life
9% all resist
6.5% attack speed
13% aoe
17% melee damage
15% crit multi
0.35% life regen

without touching any notable you would take.
I am convinced you just made these to mess with the people making Path of Building.

If you drop this in the beginning of league, when you don´t have a 7% life 3 dmg stats jewel, ppl will use this. You guys act as if you have mirror gear and BIS jewels from the get go.
I for one will be very happy if I drop this thing.
