The problem is the position of the interactable pedestal. If you check the images and compare with the one in the Causeway, for example, you can see that the pedestal in Vaal City is stuck inside the statue which is what prevents us from using it.





I tried making many instances but I never got one with the pedestal in a position that allowed it to be reached. Hopefully I found a workaround fooling around it. I approached it from below clicking like crazy to get as close to it as I could, then once I was close enough I shift-clicked it and it worked.
