Well, it is somewhat villainous. I can even recall a one-off SpongeBob SquarePants villain with basically the same nefarious scheme.
However, what makes him an animated comedy villain, and not a serious one, is that we realize that tricking people into voluntary and non-fraudulent but ill-advised financial decisions, while sleazy, is NOT among the most evil things one can do. It's not murder or theft or rape. It's not in the same ballpark. It's not even the same fucking sport. You're talking about something that basically happens all day every day at car dealerships throughout the US, and I don't see anyone calling for the police to shut their shit down.
I'm not saying it isn't predatory and morally dubious, but if you're saying that's one of the most evil things you can do, you've gone so deep into Hyperbole Land that it might be time to take a break and make sure you can still find your way back home from where your bias has led you.

When you trick a poor person, who cannot afford a fixed rate mortgage, into a subprime mortgage, they have to sell the house before the variable rate kicks in, or they get evicted, lose the house and have to declare bankruptcy.
Except they've been tricked, so they might not realize they even need to sell the house to avoid having their life ruined.
Seems evil to me.
Edit: just because something is legal does not mean it isn't evil. Clearly giving subprime mortgages to people who cannot afford a fixed rate is evil.
