As for chances to get charges in new gloves.
I think it is at least 30%.

Because Lochtonial Caress almost do the same but at 10%, but all charges at same time.

As for chest, for battle it seams only viable for summoners / long ranged players, with active skills which have offensive damage listed in flat numbers.

Shockwave Totem
Animate Weapon
Bladefall
Caustic Arrow
Ethereal Knives
Explosive Arrow
Ice Trap

And of course many SPELL skills (blue) with FLAT damage increase per level.
The body armor could be interesting, +1 level to a spell, empower and gems where it matters more than quality, rest +10% quality ... then corrupt for another +1 level (like skin of the loyal).

The gloves though ...

please GGG, spare us those on-kill effects and temporary buffs that are up on X seconds per Y seconds. They really suck and I personally hate them the most. Unreliable, you can't calculate them and you can't really comfortable check them while in combat.

Sorry ... please stop posting more items which such crap mechanics :(

with corruption its +2 .... its just a tabula skn of the loyals i think the most useful way to use the chests is leveling gems in BoR builds if the effect still works with BoR

Uhh, pretty sure the 3.0.2. patchnotes contain mostly bugfixes.
Also, pretty sure "all their work" mostly goes into the 3.1 update in december at the moment.

Honestly, i feel like people got pretty damn spoiled with Breach and then Legacy :D. Sure, Harbinger league is mediocre, but it's not the worst thing ever, come on.

1. Who does need charges to clear maps/mob packs (on kill generetaed charges)? Maybe only MF'er builds. Btw, we already have three great Dream jewels for for it.
2. Who does NOT need charges for boss fights (not on kill genereted)?
3. Why devs dont play their own game?

The +1 in red sockets (Dialla chest piece) counts only one time like Skin of the Loyal.
This means if you have 6 red sockets you get only +1 in skill level and not +6 like people might think.

as i understood it, the chest armor's sockets already work like white sockets, you can put gems of any color in any socket. sockets are just colored to define the buff they grant
