Update:

I've re-added Vitality Void back into the end-game trees for the Soul Tether variants because the "+5% of maximum life per second to maximum life leech rate" applies to the ES leech and is much more noticeable now with the fix to the Soul Tether leech bug.

Also, for those of you in HC, be wary of the Vinktar bug. You can still be shocked even with maximum frenzy charges up.

is this build ok for beginner?

WOuld just the 20 reduced decleration be ok ? or does it need to be the 30% ? Only reasonable helms that have it are rats nests or devotos are they ok to use or does it need to be a rare?

What's your definition of a beginner? You've completed 40 challenges so you don't look like a beginner to me :p

If however you're asking on behalf of someone else, then no I wouldn't recommend this build to a new player. Reason being that this build utilises a bunch of uniques (each with their own mechanics/interactions) and also requires a certain amount of gearing know-how, both which an absolutely new player may have trouble appreciating.

If it comes to that choice, my advice would be to focus on a good rare helm with the desired stats. The helm enchants are secondary and are not so important. 20% reduced decel is ok as well. I wouldn't recommend Rat's nests. Devoto's can be worth considering because they have dex (which gives us some life) as well as AS and MS (both of which improve clear speed), but only IF you have absolutely no trouble capping your res, and that is unlikely.

Is this what was causing the ES "fill" to be inconsistent? Like most of the time my ES would come back at a fairly steady rate but occasionally it would just skyrocket up, almost vaal pact tier, despite the conditions not being the same. As in even with vinktars and a big pack it would still go up slow and then others no vinktars a single rare or whatever it would shoot up.

I really hate the vinktar bug is a thing at the moment cause I really want to test out the fixed soul tether leeching cause I mean if the build was this tanky while it had a bug going then daaaaamn.

Yup!

The bug was mostly only noticeable before if you lost your ES pool from a huge source of spike damage (mostly from reflect and porcupines) which brought your ES to 0 and caused you to take damage to your HP pool.

Your next attack would then cause you to leech back to full HP instantly via vaal pact, and your next leech instance (which is to your ES) would sometimes be bugged, causing you to leech ES based on your maximum HP instead of your maximum ES.

The bug was independent of Vinktars as long as you're already dealing enough damage to cap your leech, so don't worry about not being able to use Vinktars! I suspect it shouldn't affect the 'tankiness' of the build that much.

Hi, i think crafting its best option here, with 1000 alterations + few scouring u can get +40 ele dmg attack skills and 50+ int, maybe u can take some T2, but its not hard to get those with 1000, 1500 alterations.
Then regal, no matter what happen, u can still enchant with 4X HP, if u take a prefix go master craft and craft HP+ ALL res, or something like this. Trying to get one opal with 50+ ELE RES, T1 HP and ELE DMG right now can be all your budget :P
I use my other ring to get 100+ ELE RES, low HP 52, mid ELE DMG 30, mid INT 42, but with 100+ res i think is worth.
Now i can use ofensive jewels, but time ago i take most of my resis in jewels with:

Attack speed claws (this is important because can be 8)
2 elemental res or ALL res


Now few comments about gear and build.
If u can have a helmet with spectral proj speed and pair of boots with +16 attack speed, this is by far what improve our clear speed dramatically, i just want remark this because the diference is so BIG to ignore.

The other thing i want to say is about deceleration enchant, dont be crazy trying to get this enchant, u can get +40 spectral DMG and include point blank, just like Invalesco did in his pastebin with PB. In fact i usually use spectral DMG because i dont like the position with dece enchant, im more confortable with point blank and the damage... well, most of times u can do shapper in first 10 seconds, no vaal haste, jsut dmg+flask.
Even if u dont want use point blak (i just change one talent point in HP nodes or whatever, and put/quit PB for BOSS FARM/mapping) and u cant afford dece enchant just take de +40 dmg and craft it, if ur lucky with regal u can get a decent helmet.

Now im level 98 and i take another jewel instead HP nodes, playing with 5000/5200 HP and 2400/2600ES, im using one emperor majesty and one fertile mind like this:

I really miss a lot of thing on my character, so I was thinking about.. sell my HH

Why ? Because it's my first league in this game, and i have never do thing like Atziri/guardian/shaper etc... (if i have a HH its only because i chance it last week xD)
I know we are more close of the end of the league than the start, but my goal is now to do the "end game things" and why not after that.. farm again the map/boss for trying to buy an other HH :p
