[3.0] Storm Burst - Dasher / Hiero - EB - MoM



Welcome to my guide for the STORM BURST - DASHER

Introduction

After GGG confirmed Storm Burst and Charged Dash as new skills for 3.0 I was instantly hyped for those skills to be included in my starter build.

I like the idea of dashing around and casting lightning cannonballs that deal massive damage upon explosion.

Key characteristics:
  • NOT HC viable
  • New Skills -> will improve over time as we gain more knowledge
  • Hybrid MoM ~1000 mana regen
  • quite cheap gear as starter, can be improved alot
  • Uses all 3 Charges (Power, Endurance and Frenzy)
  • Cannot be frozen / chilled (Dream Fragments)
  • Mini - Headhunter (Inspired Learning)
  • almost permanent lesser shrine buff (Gull)
  • Dual - Curse (+1 Amulet)
  • High damage potential


This is a first main layout of the build, I will update it frequently and add more information to this guide as I progress through the atlas.
We will have to see how the skills "feel" and I will adjust the guide accordingly.


Passive Tree

Subjects to change / think about:
  • need Chaos resistance and DEX/STR on gear
  • can't do "no regen" maps

Stats:
  • Total HP: ~3700
  • Total ES: ~3000
  • Total Mana: ~3700 (unreserved; ~4800 total)
  • EHP: ~10400
  • Mana regen: ~1000 per second
  • Max DPS: ~217k explosion / ~37k projectile
  • Shaper DPS: ~130 explosion / ~22k projectile
  • AOE / fast clear DPS: ~46k explosion / ~12k projectile

Bandits:
Help Alira
  • +15% to all Elemental Resistances
  • +20% to Global Critical Strike Multiplier
  • 5 Mana Regenerated per second

Ascendancy:

Enchants
  • Gloves: don't enchant the Fingerless Silk Gloves! For other Gloves the "on Thunder" is best
  • Boots: 12/16% increased Attack and Cast Speed if you've Killed Recently
  • Helmet: 25/40% SB-damage or 8/12% inc. SB-AOE or 25/40% CD-damage or 16/24% CD-AOE or 20/30% reduced Herald of Thunder Mana Reservation


1) Conviction of Power
  • 25% chance to gain an Endurance Charge when you gain a Power Charge
  • 15% chance to Gain a Power Charge if you or your Totems kill an Enemy

2) Divine Guidance
  • +150 to maximum Mana
  • When Hit, 10% of Damage is taken from Mana before Life

3) Sanctuary of Thought
  • 50% reduced Mana Cost of Skills
  • Gain 25% of Maximum Mana as Extra Maximum Energy Shield
  • 50% reduced Mana Cost of Skills while on Full Energy Shield

4) Illuminated Devotion
  • Skills from your Helmet Penetrate 20% Elemental Resistances
  • Skills from your Gloves have 40% increased Area of Effect
  • Skills from your Boots Leech 2% of Damage as Life


Pantheon:

Major:

Soul of Lunaris
  • 1% additional Physical Damage Reduction for each nearby Enemy, up to 8%
  • 1% increased Movement Speed for each nearby Enemy, up to 8%

Minor:

Soul of Tukohama
  • While stationary, gain 2% additional Physical Damage Reduction each second, up to a maximum of 8%

or

Soul of Yugul
  • 25% reduced Reflected Damage taken
  • 5% reduced Cold Damage taken if you've been Hit Recently

Leveling Guide:

What should I do with my currency?
  • First save up for the "cheap" but mandatory uniques Atziri's Foible and Dream Fragments
  • Second save up for "expensive" items. Try to snatch a Cloak of Defiance and try to 5/6 socket/link. If you manage to 5L it go get another one and go for the 6L. This way you don't risk loosing your 5L.
  • Divinarius, The Gull, Atziri's Promise and Kiara's Determination
  • Doryani's Catalyst, Inspired Learning, Fevered Mind and Opal Ring
  • All Vaal-Orbs should be invested in the +1 Curse and x% Damage taken gained as mana over 4 seconds corruption on Atziri's Foible and Dream Fragments

lvl 1 - 38

  • Gear:
    Get Atziri's Foible , Dream Fragments and Kiara's Determination ASAP aswell as a Leather Belt (high life/resists and inc. Flask charges gained).
    Rest completed with rares or the usual leveling uniques like Lifesprig (can only be used till 28 for Charged Dash), Goldrim, Wanderlust and Doedre's Tenure.
    Tabula Rasa is BiS of course altough Solaris Lorica is a nice alternative.
    Use SRS and/or Scorching Ray till Storm Burst is unlocked.
    As curse use Conductivity until Poacher's Mark is unlocked
    Aim for a 4L ( Storm Burst - Inc. Critical Strikes - Lightning Pen. - Added Lightning )
  • Tree:
    Get Overcharge followed by Mind over Matter and then move towards Heart of Thunder



lvl 39 - 72

  • Gear:
    Swap to Cloak of Defiance, The Gull, Divinarius and Fossilised Spirit Shield as soon as possible.
    If you dont have a Tabula, aim for a 5L ( Storm Burst - Inc. Critical Strikes - Slower Proj. - GMP - Added Lightning )
    Lab should be done around lvl 55 / 70.
  • Tree:
    Go to the right side of the tree, get Throatseeker, Eldritch Battery,Infused, Mind+Blood Drinker, Frenetic and Nullification to setup for Inspired Learning. Then take Soul+Blood Siphon.



lvl 73 - 100

  • Gear:
    Switch to Doryani's Catalyst as soon as you can afford and replace one flask with Atziri's Promise.
    Complete the rest with high base rares like Fingerless Silk Gloves and Murder Boots and an Opal Ring. Focus on high resists, life and at least one high DEX(45) and STR(30) roll.
    Uber-Lab should be done around lvl 80-85, depending on gear.
  • Tree:
    Depending on how comfortable you feel complete the remaining clusters. In most cases it is best to focus on defense first.




Gear:

The following items are endgame goals! I know it will be very hard to use them right away but these are the items I am aiming for. You can basically compensate with decent rares on the way to these items.

This looks kind of amazing. Those are really nice damage numbers. Why curse on hit for conductivity instead of directly casting?

Thought about self-casting aswell, but I'm not sure yet.

Huh, yeah, you could also curse on hit with the herald of thunder--with storm burst, it looks like that would likely be an effective way of distributing the curse? And would probably also proc off the dash, right?

You could also CoH with assassin's mark and herald of thunder, if you got a +1 curse ammy--I've not played heiro, and I wonder if the power charge generation from the ascendancy will be enough. If it is, you could do the same with poacher's, for frenzy charges and free damage.

+1 ammy is way to expensive, altough depends on the price of the Foible.
Yeah the aproach with poacher's for frenzy is something I will implement I guess.

edit: Actually I really like the dual-curse solution. Something I can really aim for lategame.

im just an idiot but i feel like i could get lots of damage by just going CI.
i know MoM is the shit right now but it seems so 'expensive' here.

do you think a simple CI build would suffer too much from not having sustain?
This seems nice, might follow it. But i wonder if its safe for HC part? I want to run Storm burst build aswell, hopefully its designed for HC or is it SC only?

Was thinking about a Trickster - CI - Version but I scrapped it, was too hard/expensive.

We will have to see if it is HC viable, on paper it looks like it could.
I will test it SC first of course :P
You are quite a bit under resistance cap. Do you have a plan to deal with that?
