today's been unplayable on my end

From 6pm to 11pm our time I'm losing a ton of packets and the connection is terrible even to this website.
Is it my ISP? If it is, what can I say when I contact my support? I have direct contact to the network manager.

I started the mtr exactly when the problem was happening. Sometimes it will happen once every hour, sometimes it will be once every 5~10 minutes.

I don't think this is your ISP specifically. It looks like a problem with the brazil internet exchange (ix.br).

I can't see any loss when running this back to you now. It's possible this was temporary.

Anything I can do? Anything you could do? Should I wait for some update from you or just pray?
I can't see any current issues. I'll leave this running from my side for a bit to see if anything shows up.
