IMO nerfs almost always feel bad at first but considering it affects most builds due to being tree/item changes it should be fine... T15 bosses die in <1s when you have some decent gear going and flasks up, so even if kill time goes from 0.5s to 2s shouldn't even be too noticeable... maybe worse as a starter/fresh league/SSF. How Does this build compare to Quinliness version early in a League? Id assume this is more expensive as Im guessing many people Will use it and have a high demand on the wand? Yes I think Raider better early because you won't have Taste of Hate, Dying Sun, Vinktar, etc. for awhile. If you're only going to play casually you could probably go Pathfinder and just wait for that stuff to hit the market and drop in price over the next 1-2 weeks but if you plan to play a lot I think Raider will have more power up front, or at least that's the logic I'm going with. Not sure about the other version you're referencing, haven't looked at it, but this build is quite flexible on gearing. You can get Piscator's Vigil obviously which is what I assume you're referencing? But a Rare wand with a t1 Lightning Damage roll and crit/attack speed is actually more DPS and not that difficult to get. Many options.
