Is there a way to reduce the 250ms cooldown? e.g. cooldownrecovery?

just tried this build with a chieftan.
cast speed for discharge is 1.33 per second

yes i tried 250 ms jewel with 40 int in radius.
RIP me, my only "viable" build, I just came back after a few months off, then I'll just go again I guess.
Doing the math the just over doubling of the damage, the removal of the when triggered penalty balances out EXACTLY the 60% less dmg as well as the locked 250ms cooldown for discharge.

The old and new version of the build are within 1% of each other...

I wouldn't go as far as declaring the build dead LOL

the problem is that with a 250ms stone, you cannot further reduce the cdr by the mod on the belt. maybe this is a bug, maybe it was done on purpose. but in any case, the build becomes a little less tenacious because of this. I redid it a little and this is what I got.
if the cdr reduction on the belt worked, then the build would be more interesting than in previous patches.

GGG confirmed that you cannot change the cooldown when using endless mysery. However the damage bump from 3.12 is such that it gives the extra dmg from to cooldown recovery for free to everyone, even given the 60% less mod.

where exactly do you see 5mio shaper dps here, did you forget the new jewel?
I just updated an old character of mine based on 3.6 tree with the shitty new jewel, it's definitely weaker, but the build it's not dead, and considering you can put cluster jewels now, I think you can recover a lot of the damage lost because of the nerf

And you don't need faster attacks for cyclone because Discharge only procs at 250ms cooldown now

This build is still really viable, please check out how to recover damage using cluster jewels, still very tanky and still a lot of damages

Damage is not the only issue, with 4 casts per sec (at most) your life recovery via Kingsguard is half of what it was. Also 4 casts/s feels BAD. This is just pathetic from ggg, allowing 12+ casts/s in builds like aura stacker and not allowing 7 casts/s for Discharge, beacuse THEY wanted Discharge to be used the way THEY intended it to be. I dont care what they intended and how they think this skill suppose to be used. It was released SEVEN years ago and players decided how its gonna be used. But no... thats not the "proper" way, we ggg will tell you the proper way after like 7 years of you enyoing the skill...,Discharge was not meant to be used via triggering, lets add awfull cooldown so we force you to use it the way we want. Lets kill another build, lets kill diversity, lets kill what players like to play. Yay! Pathetic.

Triggered Discharge is dead unless cooldown fix.

This is even worse when you consider that this has nothing to do with game balancing as this build (as other triggered Discharge builds) was able to reach 1.5 mil Shaper DPS AT MAX and that was BEFORE this 250ms nonsense. I dont have to say that 1.5mil DPS is really LOW for todays PoE standarts...

All in all no one is playing triggered Discharge in any kind or form as this is now "shit-tier" build. Even the "new" Discharge gfx effect looks and sounds like shit compared to previous one... so you're forced to use mtx to even consider it...

Mean time self curse Headhunter builds are perfectly "ok" zipping trough 100% Delirium maps in like 5minutes...

Cooldown has been removed from the new transfigured gem, would it be time to revisit this build?
