Mirror of Kalandra drop location

Well I have to post a reply and ask the same question again since the I got two different answers. One said yes can drop any where and another person said it has to be same level as monster to drop which is lvl 35 for mirror of kalandra. So does someone know which one it is for absolute sure?

I remember on open beta when everyone started play in the first 5 mins somone linked mirror of kalandra

Well I heard they gave some out for free in beta. But I also heard stories of people finding it at lvl 2 on second beach area. So I just want to confirm if it can or can not drop any where in normal mode as well as cruel/merci.

GGG can and does change drop rates at times. So no matter how many answers you get you will never be sure unless a GGG employee answers and then even that may change the next patch.
