You should also remember that Midnight Bargain is a good interim or "starter" wand for necro. When you get further in game in levels, you're going to want to go for Queen's Decree.

Isnt it the other way around ?

* Degree is lvl 27 while Bargain is 40.

* You may prefer the additional defenses of a shield more in the lategame, as Degree is a 2H with no resist/life stats

I feel you, lol. I have a 63, 50 and a 28. Highest value of orb I got was Divine.

I remember when Queen's decree first came out in CB and getting it "later on" in the game - in my 60's so I assumed it was a higher lvl drop. But as for game play and game style, I would pick the sword over the wand any day. This is why:

Midnight Bargain:
+(10-20) to Intelligence
Minions Have (10-20)% Increased Movement Speed
Minions Deal (15-30)% Increased Damage
+1 to Maximum Number of Zombies
+1 to Maximum Number of Spectres
+2 to Maximum Number of Skeletons
Reserves 30% of Life
Cannot be used with Chaos Innoculation

Queen's Decree:
Minions Have (10-15)% Increased Maximum Life
Minions Deal (10-15)% Increased Damage
+1 to Maximum Number of Zombies
+1 to Maximum Number of Spectres
+2 to Maximum Number of Skeletons
(150-200)% Increased Skeleton Duration
25% Increased Strength Requirement
The max life coupled with the game + the skele duration is an invaluable asset.

But this is just my personal playing preference.

I found a Queen's Decree with my marauder. Currently have no use for it. But assume I will build a summoner at some point.

I use aegis to make my minions more tanky, cus right now I got no defense so they need to be super tanky to make me live.
Trust me Queen's Decree is AMAZING skeleton's last forever with it, but with no defense from your wand/shield for yourself or minions makes it a second choice for me. If it was one handed easily the best summon item in the game, hands down.
I want the wand for exactly these reason's. Yes it's a little worse but I get a shield to make my minions better. Plus that movement speed for skele's is phenomenal, with minion speed alone it seem's like they move 2-3 times faster.
I feel like Zombie's should be my melee crazy tank guy's. Specter's should be my ranged heavy AoE guy's and skeles should just do a ton of damage, and cus they are skeletons they need that movement speed bonus to be able to chase thing's down and beat on them. Plus cus they have low life they die faster and the explosion does tons of damage.

When it come's to skeleton's and in some cases specter's, I'll take 10% movement over 15% life.
Not to mention Bargain has 15% more damage. So, yeah...

Life, damage, duration on skele's
or
Speed, More Damage, and a little intellect for yourself, PLUS a shield.

To me the choice is clear, sorry. :(
Not saying your wrong, not at all, but it just seem's like the sword is there until you can afford the wand. Sorry.

Lioneye's glare is really expensive, too.

To my knowledge, both of them can only be dropped on higher level maps. Which not everyone can farm as easily. I don't mind their price, considering how good the item is
