Also, I'm currently using the Magnate belt (+20-25% all elemental resistance when you have 200+ strength) with Astramentis + strength boost from other equipment, is this viable?

If you already have Astramentis while leveling, you should be easily able to find a cheap tri-res belt with more resists and perhaps some ES too. The Magnate is pretty useless for this build even for leveling.

Yep. I've used it for the 2.4 look on the Inquisitor version. Goes well with Icetomb skin and Arctic Skull.

no but flame dash has its perks... if you cast it outside its range, you will first walk before casting it. and if you use it too often, you will run out of charges. I personally wouldnt rely on, for example, dodging the shaper slam or atziris double flameblast with flame dash...

Well, both leap slam and flame dash make you walk if u use them outside their range, so i think that charges aint a problem. If you use flame dash (or leap slam) outside its range you risk to get one-shot by something bad, but not run out of charges :D
Edit: i use exactly flame dash and i've never had any problems with movement, it's just a matter of habbit i guess.

I've just recently tried Flame Dash again and got reminded why I don't like it since it was nerfed in 2.1(I think). The range is so annoyingly small now. You can see it immediately if you use it while leveling: in Act 2 when you travel thru the Riverways area, half of the time you can't even get across a broken bridge with it! Leap Slam doesn't have that issue. It has a long enough range, and no recast restrictions.

IMO even LW + Less Duration (which is still long because we take duration nodes) is better than Flame Dash. Plus it's a lightning skill and triggers Mastermind. I'm considering using it actually. But it's a minor thing.

Both FD and LW have one really annoying flaw: in way too many places there is something on the ground that blocks them. Leap Slam doesn't have nearly as many targeting issues. You can almost always leap to the spot you target.

I would love some advice again as to the best way to go next. I was lucky enough to have an exalt drop which i used to upgrade my chest recently. I only play casually so currently have a budget over about 150c. I have a Perandus Signet banked but need the resists on my ring atm.

That ring doesn't give you very much. Neither do the boots. You can try getting a Crystal belt. Buy the cheapest one and apply Shrieking Essence of Spite until you get 50+ total resists on it. Then take off the boots and the ring and see how much res you still need. You should be able to find that on boots + ring within your budget.

I would advice u to try getting boots/gloves with double resists, so u can wear a perandus signet. I know boots with 50+int, movement speed and 2x resists are expensive, but gloves should be doable.

I have around 1600 int total, and the signet ring alone gives me 125 int, which is around +25% es (around +500 es) and 12% spell damage.

on top of the advice the others gave, you should really get quality on your gems!
you can sell a lvl 20 gem plus one gemcutter to the vendor and receive the same gem as lvl 1 with 20 quality. dont worry, your gems will be back to lvl 18/19 in no time, and quality on gems helps quite a bit with damage.
thank you all for taking the time to look my character over. In regards to the Crystal Belt, i've been unlucky with Essence of Spite, i have 1 x Shrieking and Screaming and 2 x Wailing. Is it worth blowing through the chaos orbs to keep buying Shrieking until i hit a decent belt?

You can obviously play with 2 curses. Just drop temporal chains.

If you have trouble handling your resistances consider having one or two jewels with double resistances. Something similar to one I'm using atm:

16% increased cold damage
15% increased fire damage
+12% to fire and cold resistances
+10% to cold and lightning resistances

But from what I see on your character you're still low level and you're using Perandus Signet. Drop it for now and use it only when you have your resistances capped. Another thing is that Perandus Signet starts working properly on higher char. levels like 87+. So my advice - drop that ring for now, keep Doedre's and wear some nice +int +good res yellow ring.
