I always play with Perm Alloc on, and it regularly happens in parties that loot either doesn't get allocated, or gets allocated to multiple people. I'm not just talking about white bases, it happens to currency as well.
Best guess by one of my guildies, whom I party with, is that if loot drops off-screen (or too far offscreen, perhaps), then it can drop un-allocated and hence essentially becomes free-for-all.
This poster is a D3 schill who makes non stop threads complaining about POE and "suggesting" that GGG make POE more like D3. And then he talks about how great D3 is later in the threads.
You notice how the OP used the words "my legendary"? That is a D3 feature, each group member gets separate loot, unlike POE and D2 ect.

I see ok thanks well what I do is I click on the notice board and just join any party I will have to have a closer look at what I am joining next time.
I don't see the point of rushing to be the first to steal though, that sounds dumb. A guy picks a shadow and dashes the fastest to steal and trolling everyone? especially when he did the least amount of work? Will be sure to get my own loot setting next time.

there should be an option to set the duration of short allocation. also an option for SA + permanent allocation if your inventory is full.
