Decoy totem, using tukohama war's herald to deal damage.

Trypanon + hierophant (4 ancestral protector totems) + CoC.

Non-elemental golem build. Summon chaos golem, x3.

Summon skeletons, also pretty bad.

Never underestimate what the mod community can do for PoE if you sell an offline client.

The majority of gems mentioned in this thread have already been used in builds. Fuckin' Christ, there's a Skeleton build on the first few pages of the Witch forum. Do you people look before you post?

For a truly useless skill, pick something obvious like Whirling Blades or Flame Dash.
WB has pitiful damage at all levels and sucks for single target and AoE. I've never seen a build get to Merciless off just WB. Flame Dash is in an equally shitty scenario except it has charges.

Im gonna have to go with shield charge as well.

Also, you should prolly take tendrils off that list, its quite endgame viable. One of my chars (AccountStolenByHackers) uses it to pretty devastating effect.

Shield Charge for sure.

Getting AoE onto it is the first hard part. Melee Splash, either Ele prolif or Elementalist's prolif will get the AoE into decent shape, but...

Targeting. Short of getting 2948092480% increased movement speed and teleporting onto enemies (and thus making a shitty version of Flicker Strike), the build will fall apart when it can't reliably hit anything.

Elemental Hit actually works in a very strange way for exactly one build. Run a Quill Rain, Elementalist with Mastermind, and Orb of Storms.

Mastermind means you penetrate 20% of all resists (since Elehit is all elements, same with WildStrike and Discharge). Quill Rain OoS proccing doesn't care about the on-hit damage, so L1 ele hit works and has the lowest mana cost.

Pew pew pew and spam out a ton of OoS bolts.
They're not "active" skills, so this may be disqualified, but you should try to make the trigger gems (Vengeance, Reckoning, Riposte) viable. I'm attempting it as an Endless hunger+Retch max block super leeching Slayer. I've killed everything since level 10 or so with the counters (used cleave until I had support gems for the counters). That includes Normal Izaro, and all the act bosses (Malachai was... interesting). I'm 52 with the character, and have died a few times to completely avoidable things (like eating a Vaal slam to see if I could, literally walking away from the computer in the middle of a rogue exile+rare monster strongbox, etc). It's also pretty fun to be able to watch everything die while eating popcorn. :P
