EDIT: I have a question about items, what is more important first Essence Worm Unset Ring + Clear Mind Cobalt Jewel, 5L Carcass Jack, Divinarius Imperial Skean or Rathpith Globe Titanium Spirit Shield ?
that jewel super sucks 40% spd is not worth the ring slot + warlords mark + jewel slot. Get a cheap 6L body armor first, divinarius is pretty mediocre as a weapon, personally I run duo wands and don't feel any need of more crit, tho I have no gg flasks. Which means it's logically to think of the flasks first and only then get the crit chance for their more reliable sustain IF NEEDED. Shield seems like a complete overkill to me, tho I play softcore
It's ~60% spell damage and mana regen for life version with MoM it's working good when you have hatred on it and full mana it's give you much survi and some dmg imo, i have it now and i'm happy with that, now i'm probably going for Carckass 5L/Divarius/Rathpith to boost my dmg i think that shield is best choice here when you play with dagger with Rumi Flask give you even more dmg and some survi too. Maybe after that 1 item i'm going to buy flask to boost overall.

So overall the best setup for BV in patch 2.4 is what?
BV + Controlled Destruction + Faster Casting + AoE/Concentrated Effect + Inc. Critical Strikes + Added Fire + Added Chaos?
BV+ContDest+SpellEcho+IAoE/ConcEf+ICS+AddChaos - this is the physical setup. Spell echo is better for building stacks (and it reduces manacost), added chaos is better because it poisons and cant be reflected.
For elemental, i'd used BV+SE+IAoE/CE+ICS+Phystolightning+LightPen. I think, penetration is no worse than CD, when you deal so much lightning damage, and you dont lose crit chance. But physical setup will be more damaging, probably, due to poison.
It's just theory, though - needs to be tested.
That's definitely the best ele setup. I recommend Faster Casting instead of Spell Echo though. You don't need quite as much cast speed, and Spell Echo lowers damage quite a bit.

Even if they were equal or echo was slightly better I prefer the improved reaction/mobility of using faster casting as well. You're less responsive with Spell Echo because of the longer overall animation and it really irks me sometimes.

If you use Controlled Destruction which gives a zero crit chance, why do you take crit nodes on the tree?

Im about to do Merc lab and thinking what should i go for first?
Master Herbalist or Veteran Bowyer? Im capped at Chaos Res with atziri flask so that shouldnt affect my choice
I feel like Veteran Bowyer would be better because enemies die too fast so i wont stack enough poison to notice it. Am i thinking right?
also i dont have unique flasks and probably wont get them anytime soon (up to RNG)

It doesn't. It gives you -100% of the base crit chance of the spell. For Blade Vortex it's 6%.

Please read the thread instead of being literally the 20th person to ask this. Controlled Destruction does not zero out your crit chance. It doesn't do anything of the sort. Effectively you lose 6%, which can be worth the loss depending on your setup.

If you don't have unique flasks, Herbalist for sure. Enemies die quickly, but bosses die much faster with Poison. Atlas of Worlds has a number of much tougher bosses in yellow maps.
Once you get unique flasks transition over to Alchemist after uber lab.

Or, 8% with Increased Critical Strikes gem.

Well, it's more a personal preferrence. Both are OK, i think.
