My char is under my profile, Thracus

BV deals spell damage as physical, so it ignores weapon damage stats.. My first focus has been spell damage on items/skill tree passives/support gems. I would focus on +% spell damage first on the gear pieces that can roll it, especially amulet and main/offhand.

AoE radius, spell duration and crit are all good to focus on with a BV build. Because blade vortex does more damage the more stacks it has (up to 20), you should also focus on faster casting support gems/passives if you haven't. More stacks per second = more dps. Longer duration = more dps.

EDIT: I have a question about items, what is more important first Essence Worm Unset Ring + Clear Mind Cobalt Jewel, 5L Carcass Jack, Divinarius Imperial Skean or Rathpith Globe Titanium Spirit Shield ?

that jewel super sucks 40% spd is not worth the ring slot + warlords mark + jewel slot. Get a cheap 6L body armor first, divinarius is pretty mediocre as a weapon, personally I run duo wands and don't feel any need of more crit, tho I have no gg flasks. Which means it's logically to think of the flasks first and only then get the crit chance for their more reliable sustain IF NEEDED. Shield seems like a complete overkill to me, tho I play softcore

Is Rumi's the best first expensive item you should go? I'm sitting at 5.5k hp doing T6 maps in hardcore. Got a 6l chest already and some random rares.

So overall the best setup for BV in patch 2.4 is what?

BV + Controlled Destruction + Faster Casting + AoE/Concentrated Effect + Inc. Critical Strikes + Added Fire + Added Chaos?

BV+ContDest+SpellEcho+IAoE/ConcEf+ICS+AddChaos - this is the physical setup. Spell echo is better for building stacks (and it reduces manacost), added chaos is better because it poisons and cant be reflected.

For elemental, i'd used BV+SE+IAoE/CE+ICS+Phystolightning+LightPen. I think, penetration is no worse than CD, when you deal so much lightning damage, and you dont lose crit chance. But physical setup will be more damaging, probably, due to poison.

It's just theory, though - needs to be tested.

how do you guys make whirling blades so fast and mobile? Do you use jewels or quality faster attacks gem to increase it?
