Since i can only get the currupted versions of voll's devotion, how effective would the 0.2 lightning dmg leeched to life be? Is it worth paying a little more for?

Its not worth it. You're allready leech capped with Berserker's 1% global leech.

You can level as Facebraker Infernal Blow setup with Crest of Perandus, Goldrim, 2xBlackheart and Tabula Rasha, adding more gems and better items as you go, 6l setup in Tabula (in that order): Infernal Blow - Melee splash - Melee Phys DMG - Faster Attacks - Multistrike - Blood Magic

I lvled all of my chars this way. This setup works well untill Merciless Docks where you can reach lvl requirments needed to switch to mjolner. Remember to lvl up/buy gems that you'll need for Mjolner setup.

Or you can spec into dual totems and lvl as dual Flame Totems.

Update on my leveling progress. Well im at level 35 and infernal blow has definitely slowed down in the dps department. Trying to get to 70's asap

Add as much flat +phys dmg items as you can.

For fast leveling with facebreakers, maybe the meginord belt can be useful

Well, new level, new science time, wanna test Big Slam from Core, facetanking Malachai and wanna test RF also with final boss.

Notes:

1 - Mobility is a must on VS Malachai, you cannot facetanking his Voll´s Slam (well, maybe with x3 Vaal Immortal Call) so you need Shield Charge, Flame Dash or Leap Slam.

2 - Back to 5/5, dmg is insane...as you can see on the vid, i have Enfeeble, all dies quickly even Malachai...so, not RF needed.

3 - Test RF at final fight but it´s very dangerous

4 - Refilling Flasks is a pain in RT version

5 - Can be done deathless!!! I´m very bad at dodging xD

Well, i was scared because of 18% ELEMENTAL DAMAGE, even with Enfeeble and first time doing this map...but was a great battle i really enjoy it!!!

Ugh, tried chimera again, those chaos snake adds are such a pain, can't even facetank them while spamming lightning strike or moltenstrike. Died a few times to them, as after the first death to them when you re-enter arena without any charges you are likely to die immediately again. Finally killed the adds on last portal but was out of flask charges only for chimera to come back in his invis state and I was unable to find him before I ran out of life. I think I may even remove multistrike on lightning strike to allow for quicker kiting of the chaos snakes in another attempt, just feel to locked in place for that fight.
