I've been playing an inquisitor since the ascendancies were introduced and it's a very strong build (legacy core deathless). I don't see why you would want to go non-crit though. Using the crit=resistance penetration mechanic is the basis of this build.
Don't really know how it compares to the juggernaut now. Before the nerf it seems juggernaut would have been better, now I think it's a matter of preference.

All right while playing some maps with a friend I've just tested something at most importance to the build:

ESC -> Options -> UI -> Show corner map

Lightning Strike -> bind to the left click

Molten Strike -> bind to the right click

And you have beer compatibile build! (can be played one-handed while holding a beer in the off-hand).

So RT is better unless you have a 6L with increased accuracy? then go EO? Also what about using flame golem instead of enfeeble on the cwdt setup?

Yes, RT for a 5 L, and best gem for me is Tempest Shield or Chaos Golem

You have 3 power charges base, you take +1 from merciless bandits quest.

Due to the new trigger mechanics theres more time inbetween each discharge cast, your molten strike and Arc (socketed first in your mjolner) gwnerate 4 charges easilly.

Is it possible to run this build without the voll's devotion?
