As I mention in the guide, the unique items are in NO WAY required, merely suggestions if you want to level a bit faster. If you want these you will most likely have to trade with other players yes :)

Freeze pulse is a bit stronger early on, but once you get the skill-gems setup arc really starts to pick up. Arc is also one of those skills that greatly benefits from levels as you gain additional "chains" with higher levels. More chains = faster clear speed :)

Whats the highest tier map can this build do?

It pretty much depends on how much you invest into your gear. You can easily do up to tier 7-8 maps for less than 20c, but once you go above you will have to start investing into some better items. The build has the potential to do the highest level of maps.

someone already touched on it regarding the Flame Golem... What's the reason vor not leveling up some of the Spells?

Also found a dagger now :D what do i put in my second hand? For example a Bone Spirit Shield?

And what flasks do you recommend using? what are the preferred effects they should be giving?

Glad you like it! :)

Elemental Overload should be left out, as it will prevent Call of the Brotherhood from freezing, and thus working.

Controlled destruction is a viable alternative. I wouldn't use it unless you have more than 45% crit chance however, as you don't want to reduce the chance of shocking/freezing too much. If it is better or not, is hard to say, but it can definitely add some damage :)
