I'm guessing chests spawn randomly, you collect Perandus Coins from said chests and you randomly find Perandus who has random gear for you to buy with his special currency.

Seems kind of meh if this is all it is... Buying Uniques with a new Currency? That's no different than now.
Though maybe Cadiro will offer things aside from just Uniques, maybe special Enchantments, or what have you. And maybe the "Voll Chests" will have variations/downsides to opening them.. IGN: Golem_Antsy, Harvest
