What is the radius of 'nearby'?

Had a similar question in mind yesterday, specifically the radius of nearby for Rallying Cry and if attaching an Increased AoE gem scales only the taunt or the calculation radius for # of enemies as well (unless they are parented in some way so one-in-the-same?).
