That would be the wiser thing to do to avoid players create wrong assumptions about the skill being low level, since it can't be leveled up anyway.

Also I'm ok with saying level 1. It cames of the same as Jaws of Agony. "Grants level 20 Bear Trap Skill" It's consistency and that's a good thing in a game since GGG loves trying to be precise in their wording.

Brother Laz, where are ya mate? We need "+ all skills" rare affix items too.

I think you guys are underestimating the average player's curiosity. Of course when a unique drops that grants a skill you've never heard of, you'd at least TRY it. You don't lose anything for equipping it and reading the skill.

I had exactly the same impression. Well... I honestly was expecting that deep inside me, to be honest.
