The item description is fine as is, provided that information about Icestorm is available via a google or wiki search.

How is icestorm affected by quality? (i.e. via enhance?)
How does Icestorm scale at level 2, 3, and 4? (i.e. via empower?)

Edit: Answered on page 4: Not at all.
Enhance/Empower affect supported Active Skill Gems. Icestorm is a supported active skill, but not a gem, and hence enhance/empower will do nothing to it.

why don't you just make it so the mod says "Grants the Icestorm skill" ?

That would be the wiser thing to do to avoid players create wrong assumptions about the skill being low level, since it can't be leveled up anyway.

Corrupted items that grant level X of a curse have that curse affected by socketed gems. I'm assuming that level 1 Icestorm is specified because level 2, 3, and 4 versions are possible via empower.

Edit: Assumption wrong. As below, Enhance/Empower affect supported Active Skill Gems. Icestorm is a supported active skill, but not a gem, and hence enhance/empower will do nothing to it.

I still think including level 1 in the description is ideal, since it's consistent with similar items (and the post below mine outlines some good reasons to include the level as well).

Edit: Didn't read all before post this, realized mark clarified this at the bottom of the page4.XD

I think one of the main problems with this discussion is that people are treating this as a skill in itself and not treating it as just a unique item that casts a modified firestorm and is really not much different from a pledge of hands or dreamfeather or doon cuebiyari in the way that it affects a character build.

Can we get some sort of sword (no pun intended) that grants us a skill/spell to make us able to create a spellblade type of character? You know, attacking and casting spells together?
Like a spell storing a percentage of the damage you deal up to a maximum and then releasing it in a cleave kind of way but with a much greater AoE?

Like or not, doesn't COCS technically simulate this sort of proccing?

Yes and no. CoC won't let you actually cast a spell based on a situation.
You completely emphasize on creating as many proccs as possible to get the most out of the spell.
What I'm talking about is being able to cast the spell/skill directly.

How does that work if the sockets are not linked? Do you get 3 instances of Level 20 Bear Trap skill with one different support on each instance?
Yes you get separate instances.

Which is also interesting -- a case where 3L x 2 may actually be preferable to 6L.

I was thinking along the same lines. There may be a sweet spot between 6 instances, and 1 fully linked instance that does more damage or provides more benefit than the other combinations.
I think it looks like a cool item and I think the idea of oskills should work well. Since in Diablo 2 characters were limited to skills based on class it made it special that you could get out-of-class skills through some uniques...But since all character classes have access to the same universal skill gems in POE I think the logical step to make it special and more interesting is to have skills that don't exist as gems. Theoretically it sounds like a good step to me, as long as it isn't overpowered. At worst I think it could just be a single item that enables one new build. I think it's more likely that it will be a single item with a single skill that will open up many skill tree/equipment combinations, and add different usefulness to items with intelligence, and to certain support gems. As long as it doesn't overshadow existing skills/builds in power, I don't see that it detracts from the game at all, only adds to it, even if some may consider it a small or singular contribution.

Also I don't particularly like the idea of making icestorm a skill gem because it's essentially just the same skill as firestorm, different element, and makes items like 3 dragons more meaningless,(although I might make a 3 dragons/whispering ice character just to be silly:) ) and as is stays with the elemental asymetry that POE has. And I can see how some people might think this item itself is diverging too much from past design principles, but I think it seems more interesting and fun that the idea of all skill gems having 3 different elemental versions.

ensuring players have the right amount of information

good. now what about adding "TO ATTACKS" to the "Adds x-y dmg" item mod? imho it is one of the most confusing and incomplete piece of info for new players out there. never figured out the reasoning for not making it clear.
This is something that I think would be good to do and not overcomplicated, or too much UI space. As is the only way a new player would know would be to look it up online, and they don't really have a reason to. One might easily assume that it applied to anything.

As far as general information conveyed to the player, I would love it if there was some command like "/iteminfo" that you could put in while holding an item that would open a massive page of info telling all about items/skills, such as a list of all support gems that work with a skill and how they work with the skill, etc.

I'm looking forward to the expansion, and thanks for the sharing of information for shared discussion and perspective.
