TheDevilishGod, please, stop asking such questions. There is NO best build. Every build is best in its niche. Decide for yourself what style of play you like and how much you can spend on gear for your char.

PS. I see that you are new here. Better start something newbie friendly first. Dont venture into top-tier builds yet. You won't simply have currency for gear.
