They don't always proc sequentially. CoC is rolled for one then the other, so sometimes Discharge will proc from Cyclone while Ice Nova won't. I can't say that I fully understand the maths behind this, but either way your explanation isn't sufficient to me.

the build can work with another amulet ?

I have a few (I'm still quite new) questions..

1. How do I handle mana consumption until I get my hands on the -mana cost jewels and rings? How much do those jewels cost?
2. Will I have capped resistances without having to use flasks?

Right now I have to run Thief's Torment to have enough mana which also means I'm a little low on resistance as I can only use one ring.

The reason you want fire dmg on cyclone and then ice nova - discharge is simply because it does the most damage. See for yourself using my coc discharge dps calculator.

You are correct that the average EE multiplier for discharge will be lower this way, but the extra PC/ECs generated by ice nova overcompensate for the lower multiplier.
