Fix your talents tree

You clarity level is too high, it reserves too much mana. Use lvl 8 Clarity. Or just turn it off completely and buy Clear mind jewel (55%+ spell damage, 25%+ mana regen). It's cheap and your assassin's haste and survival secrets jewel are pretty bad anyway.
Buy a watcher's eye with mana leech, as recommended in the guide. It's 1-1.5ex
Why are you not using Essence worm ring with wrath in it, as recommended in the guide? It gives 25% more damage. Get a new rare helmet to compensate resistances loss.
Buy a new weapon - cerberus limb with good rolls. It's dirt cheap and a lot better than your rare sceptre.
Get a better stygian vise belt, your is pretty horrible.
Delve tips: don't rush in front of the crawler, don't stay in the middle of the encounters, it's better to be on the side. Use decoy totem.

As for "why" I did things as I did, I am still trying to grasp what makes something good versus junk. I had things as they were because I wasn't sure how important it was and it looked close enough to me.

I decided to try this build on a whim after not wanting to play Necromancer for a third league in a row. I started Delve late in the league and I am thrilled I gave the build a try.
Progression from level 1-90 is smooth as butter. The build performs well enough even without the higher end gear, and even the top end gear isn't too insanely priced. The build does most things fairly well, great clear speed, decent boss capabilities, and there is just something so much fun about blowing up entire screens of enemies with lightning bolts.
I have started pointing new players to this build due to how awesome the guide explains just about every aspect of the game play and skill/passive selection. Again, kudos and great job.

Hi, I used to play many years ago but never followed a guide and eventually quit, I've gotten back into it and decided to follow a guide, this build has been fun and easy to work with.
I have just obtained an Inpulsa's with some decent rolls but it's 4 blue, 1 red, 1 green (like the one shown in the guide). Since it's corrupted I can't reroll the colors, and getting 5 blue 1 green is very expensive. What should I do with the red socket? I figured dropping added lightning damage was the best option, keeping penetration, echo, controlled destruction. Right now I have put Iron Will in because I happen to have around 200 strength, but I want to know if there's a recommendation for what I should do. Thanks.

Put Empower Lvl 3 (or 4 if you can afford) there.
Thank you for the guide, I could kill Uber Elder on my 3rd try and still delving 411+.

Put Empower Lvl 3 (or 4 if you can afford) there.
Without +1 level of socketed gems Inpulsa's corruption even lvl 4 empower is a lot worse than added lightning damage. It's like 7-10% DPS difference for lvl 4 empower and 12-13% for lvl 3 which is very significant. Buying Inpulsa's with a wrong colors was a mistake

I'm finding it really hard to find sceptres with 3x linked blue sockets (lv 30 right now).
Are other weapons usable? Like wands/daggers?

Ofc you can use a wand, you just can't use a shield charge as your movement skill with it, but it's not a big deal untill the end game. Flame dash is still alright

I would definitely recommend replacing the blue jewel, and then the helmet and boots once you can. Also, a Mark of the Shaper would really help if you can eventually make up the stat loss from your other ring. It took me some messing around to get it done, mainly with my gloves, but it is doable and shouldn't break the bank.
I see you got a watcher's eye for mana leech with wrath, so I assume money isn't TOO much of an issue. Otherwise, the chaos vendor recipe is pretty easy to do for some quick money while mapping.

You can re-roll them, but you need the same amount of vaal orbs as chromatics and go to the artisan bench once Vorici is a high enough level. Should be level 8 as mentioned here.
