1. As stated in the "quote" extra basic attributes can now be an extra incentive. At another part it tells that strenght, intelligence and dexterity now improve the characters statistics instead. No serious loss on that level as additional primary stat (strength, intelligence and dexterity) will do about the same as the base-statistics did in the old tree!
2. % might not be an advantage at lower levels, but is a lot more relevant in scaling lategame. In lategame in any game with these statistics it is almost a must to have percentage-improvements for the specific stat(s) you are specialising in to gain enough damage/damage mitigation/critical strike chance and so on.
Nonono I'm ok with the silly STR and DEX and INT update thingy. What I mean was that What use is +5% accuracy if your base accuracy is shite? None. That's what I meant to say. We need base stat(that aren't DEXSTRINT) additions as well to have the % even have anything to boost.
EDIT: Again. I may be understanding something wrong here. Correct me if I am but from my point of view you guys are saying we get more % additions and lase base additions to the % addition stats.

He was trying to tell you that you now get higher base stats when you put points into intelligence/dexterity/strength. Since you now get base stats for just putting points into those things, the % passives will have more of an effect. It also (I assume) takes into account mods that are on your equipment as well. So, for instance, you put points into a dexterity passive. Even though it may not be a passive directly adding to attack rating, your attack rating will go up anyway because it is now based on your actual dexterity number and not passives.

I like the idea of single target attacks being more meaningful. In a lot of these games it tends to end up where as you get more powerful you just use big AoE nukes. Spamming one AoE button over and over is dull gameplay, mainly using single target attacks with some well timed AoEs is far more engaging.
