FML I hit every Clarity one but the one I want.

Got a lucky spawn on Elder and Guardians where they all ended up as lvl 84 bosses.

Some level mechanics I've come to conclude unless I find different:
Guardian boss rooms have a 5 level range around the map level, from -2 to +2 and cap at 82.
Elder boss room has no range and is always the map level.
The map level in shaped maps which the Guardians and Elder boss room uses is the normal map level not the shaped map level, then the above rules apply.

OK, this spawn had Guardians in T13, T14, T14 and T15. Elder was in T15.
The T13 got +2.
The T14s got +1.
And the T15s remained T15.
Resulting in all 5 being T15 boss rooms with level 84 bosses and loot.
The loot sucked, sad.

It's a bit simpler than that. The guardians take on the level of the map the elder is on. I've had elder on T11 before while the rest of the guardians were on T7-10 maps, and all the guardian rooms were T11 bosses.

I've had them all be different levels so that can't be the case. But what you said doesn't fit the 5 level (-2 to +2) theory so I'll have to see if I get any results outside of that.

Constrictor in T11 Coves lvl 78, boss room lvl 77.
Elder in T15 Shaped Shipyard lvl 82 (77), boss room lvl 77.

Looks like I was mistaken with multiple levels.
More spawns will clarify.

Purifier in T11 Lair lvl 78, boss room lvl 78.
Enslaver in T13 Terrace lvl 80, boss room lvl 78.
Eradicator in T15 Shaped Precinct lvl 82 (77), boss room lvl 78.
Constrictor in T12 Racecourse lvl 79, boss room lvl 78.
Elder in T11 Promenade lvl 78, boss room lvl 78.

Seems like clarification.

I originally thought that Elder room used to get +1.

Later I noticed it would never go +1 and thought it must have been nerfed.

I then became convinced I'd imagined that they ever went +1.

However, the first Watcher's Eye I got is ilvl 85.

As the maximum ilvl you can get is from Elder in a non shaped T15, 82 zone + 2 boss = 84, I must have been right, they nerfed Elder zone +1 soon into 3.1
