I think it was 40hp, passive point and Power Charge.
+8% attack speed would be ok too.

Is there a noticeable difference in power charge production when you replace the pcoc gem with a life leech gem? or is voll's enough to sustain max dps for discharge?

The dps is pretty much halved without the pcoc gem but it's hard to know.
What was obvious is that the avg power charges was lower (around 5-6 maybe) and you were often left with few after a pack. The best way is to try by yourself.
There is definately room for more survivability and less risk if you really want them but keep in mind that by changing a gem in the setup you break the equilibrium of the combo/character.

Terror Twins passive node affects on dual wielding wands also ?.

2 wands is dual wielding so all dual wielding nodes apply to it.

The other thing is that i cant leech with 1.6K HP, i ahve all hte same euqip and better rare items than yours but, cant leech, but when sawpping to cold snap + arc it leech more quantoity. i dont udnerstnad whats going on xD
