Newb question: Does Increased Spell Damage work with Power Siphon?

Just some quick feedback if anyone could. I play solo 90% of the time, so I tailored the end-game build to my playstyle just slightly. Dropped the 4 points to conduit and 2 crit nodes to grab elemental adaptation and an extra precision node. Thoughts on if this is viable?

How does this build freeze anything?
All i see on kripps gear is 12-24 cold dmg, that wont freeze anything, let alone even chill it IGN: FpSho
