I think it should be 20/20, no? Cause it can get passed Q20 too.
And assuming the odds are the same for all gems, using it on Empower/Enlightn/Enhance is better than the other regular gems, as 1 level of them is worth more.
Problem is finding many of these 3/20 gems to buy and spending tons of exalts on them lol.
