The meme 'Bad Luck Brian' is not harassing 'Brian'. It isn't targeting Brian in an aggressive, derogatory way in the same way perhaps the 'Overly Attached Girlfriend' is targeting the woman in the picture as the stereotype for all 'overly attached girlfriend' tropes.
