Yes this is true, inner force does increase the burn damage on you. Only take Inner force when you have a fire res of 91% boosting it to 92% which when I took it, I did not see myself taking much more damage. RF Does not turn off when you switch weapons which is why you can snap shot it with a carcass jack having your rf gem and supports in it allowing you to switch to another chest still having rf on it does the same with weapon swapping.
